European Youth Foundation

The European Youth Foundation (EYF) is a fund established by the Council of Europe to provide financial support for European youth activities. It aims to encourage co-operation amongst young people in Europe by providing financial support to youth activities. It concerns activities, which serve the promotion of peace, understanding and co-operation in a spirit of respect for human rights, democracy, tolerance and solidarity.

The EYF provides financial support to the following types of activity undertaken by youth NGOs or networks, or by other NGOs involved in the areas of youth work relevant to the Council of Europe’s youth policies and work:

  • educational, social, cultural and humanitarian activities of a European character
  • activities aiming at strengthening peace and co-operation in Europe
  • activities designed to promote closer co-operation and better understanding among young people in Europe, particularly by developing the exchange of information
  • activities intended to stimulate mutual aid in Europe and in the developing countries for cultural, educational and social purposes
  • studies, research and documentation on youth matters.


Grants Available


An international activity can be organised via AEGEE-Europe only as locals are not eligible. Including meetings of young people or youth leaders in Europe in order to promote participation and intercultural learning. The EYF will cover up two-thirds of the total cost.   Maximum grant: € 20,000.

A work plan can be applied for by international youth NGOs and international networks. It is made up of several international or local activities part of an organisation’s strategy/action plan for the following year/s. When applying for a work plan the EYF may support one, various or all of the proposed/planned activities. Maximum grant: € 50,000.

Structural grant for 2 consecutive years are available every 2 years (deadline 2013, 2015 and so on) are only accessible to international youth NGOs and international networks that have received  support for at least 3 international activities during the 3 previous years (EYF grant or study session in the annual programme of the European Youth Centres). However, the grant needs to be confirmed after 1 year. A one-off structural grant can be applied for by regional networks that have received support for at least 3 international activities during the 3 previous years (EYF grant or study session in the annual programme of the European Youth Centres).  Maximum annual grant: € 25,000.

Pilot activity is open to regional networks, national and local youth NGOs (AEGEE local). Pilot activities need to respond to a challenge in society, they are “interventions”. Pilot activities need to have a European dimension (participant countries, context etc.), innovative methodology and a clear local impact. Pilot activities can also be carried out by international NGOs/networks as part of their work plan and in cooperation with local NGOs. Maximum one-off grant: € 10,000.


 Deadline 1 April for
  1. international activities to be carried out between 1 January and 30 June (1st half of the following year);
  2.  work plans for following year.

Deadline 1 October for

  1.  international activities to be carried out between 1 April and 31 December (2nd half of the following year);
  2. work plan for following year;
  3. one-off structural grants for following year (regional network);

The next deadline for a 2-year structural grant is 1 October 2015, for the years 2016-2017.


There is no fixed deadline for presenting pilot activities. They must be submitted at least three months before the beginning of the activity. We advise you to submit your grant application in good time before the start date, to allow a proper evaluation and time for processing.
